Why is Film & Video separate from Photo Shooting?
Because all of these three Art Forms require training of talent.
They are really three different mediums that can be interchangeable to a great degree but each have their speciality.
Film is cinematography, this is a study of a machine as much as how to take a good shot or should I say if you know how to use the machine you will get a good shot.
Although you can get good stills with a Film Camera, it is there to get motion, it is expensive because it gets a wider range in pan-vision and close up.
A cinematographer has studied scripting and choreography so they can follow the person(s) and action as directed.
A professional captures moving instances, with normal film shoot for an advert or a program, every thing is worked out on a story board, positions are set and they have take after take to get it right.
For a spontaneous event the Camera Person(s) have to be good, natural and experienced, this is the difference you pay for, they make you and it all look real and give it a professional polish amateurs can not get even with trick editing.

A video is a smaller machine and has less range, it is a compromise between a Film Camera and a Still Camera, it is great for midrange shots.
Going to a group of people and talking whilst you are filming makes it more personal and most people have tried it out themselves.
A good videographer is some one who does not talk but you feel comfortable talking to or in front of, the have a talent for manipulating small buttons, like a musician with a piccolo, for zoom and expand so what they capture flows and gives what they capture a personal touch.
A professional videographer has the ability to get in close and personal action, not so much the captured shot as a private activity.

Film is set up to handle the flashing of other cameras, it can take in the reality of the whole setting, it has the ability to zoom through all the action from a distance to get a close shot as you react to the throng and mêlée going on around you.
A videographer can hang by a rope and capture your exploits as you rappel down a cliff.
We are not just talking about size of equipment, we are talking about what is inside the machine, celluloid or computer memory, both have great capabilities, but each has its specialities.
